Use when a director has a conflict that should keep them out of deliberation or the vote. Prepared Board stores a conflict as RECUSED on the decision; the chair-path closed-record line names who recused when that state is present.

Checklist
- Interest disclosed in plain language (not only “possible conflict”).
- Recusal is for this decision, not a vague standing note.
- Deliberation and vote treatment are both recorded.
- Minutes will cite the same name and decision title.
- No one treats a disclosed conflict as a recusal unless the director actually stepped out of the vote.
