New director cheat sheet — municipal / public library board

Before your first meeting
- Confirm open-meeting / public-notice expectations with counsel or the town clerk — Prepared is not ASPA advice.
- Read recent minutes and the outcomes / door-count (or equivalent) monitors the board already set.
- Know which seats are trustees vs staff liaisons.
Library / municipal habits
- Many town-funded boards are not routine Form 990 filers — do not invent IRS obligations.
- Outcome monitors (hours open, program counts) are chair-recorded — not computed performance scores.
- Public comment and executive session rules come from statute and bylaws, not the portal.
